Banjo kazooie help!!! for the 1st one not nuts and bolts...?

after u beat mad monsters mansion and go through a "gate"...theirs water everywhere in those two rooms that follow up.. i can see i have to raise the water level so i can continue the game but my question is how do i do that? plz help...
